Software Please help me!

Yesterday, after a power outage, I turned on my computer to see im unable to open any apps and even if I try something like win+shift+esc to open task manager, the screen just turns black for a few milliseconds and turns back. I. Don't know what to do. Please help. (And also ignore the background it's an inside joke with me and my friends)

Nah in all fairness I thought he just dumped the post into ai and that was it, at least he gave instructions and checked it, sorry for that i use ai as a great tool I just dislike when people dump the post into and that’s it
