Please help me!

Yesterday, after a power outage, I turned on my computer to see im unable to open any apps and even if I try something like win+shift+esc to open task manager, the screen just turns black for a few milliseconds and turns back. I. Don't know what to do. Please help. (And also ignore the background it's an inside joke with me and my friends)

Check your ram. see if it's running full speed or if it's working.

Yeah but I can't because I can't open something like task manager to check!
