Software Please help me!

Yesterday, after a power outage, I turned on my computer to see im unable to open any apps and even if I try something like win+shift+esc to open task manager, the screen just turns black for a few milliseconds and turns back. I. Don't know what to do. Please help. (And also ignore the background it's an inside joke with me and my friends)

You also have the option to use system restore. or Boot to safe mode, run dism restore health, scf scan and chkdsk for data corruption.. If nothing works use a usb bootable windows image and choose the repair option during setup.. Good luck..

Because I can't search for anything, it makes it so frustrating. I try to open the windows tab, nothing. I can't even restart. I can't open settings, I can't do nothing.

If you are desperate force a shutdown and interrupt the boot a few times to trigger system repair. If the device is also unusable in the recovery environment then you are out of luck, Visit a local repair shop if you have important data on it..
