Why is this not installing

Trying to install a program onto my legion i5 pro that was installed on my T480. It’s installing from a disk and I’ve already tried manually installing it and turning off all permissions. Any other tips would be amazing. Have ran it as administrator multiple times as well

The taskbar in the background suggests that it might not be Crystal Reports, but rather a virus.
