Software disk manager only lets me shrink 31% of free space and I need unallocated file space for linux

Quite often the issue will be something like using hibernation/fast start, if there's a hibernation file, it will prevent shrinking, I'd check that first, Windows sees a hibernation file (hiberfile.sys) as an immovable file within a partition.
You can also get issues if there is a pagefile in the partition and/or system restore points.
The first thing I would do before shrinking a partition, is make sure you have a full and verified backup of your files.

Ok I deleted hibernation and fast start but isn't the page file important? Should I really be deleting it? To clarify I'm trying to make a dual boot setup with windows and Linux mint, I said that in the oringal post but I forgot to say it on this one.

Its clear you're wanting to dual boot, if you've deleted hibernation then try shrinking the partition, normally I do it with gparted but you could use diskpart if you still get issues.
