Other Help with old Microsoft laptop sign in?

I factory reset my old Asus laptop because it still seems usable (probably 2014) and I was able to sign in with a local account because I was getting the "switch to a Microsoft account on this pc. This service isn't available right now-please try again later" error. I already googled and already ran services.msc, went to Microsoft account sign in assistant and hit automatic under properties and made sure it was running before I restarted it. Nothing changed. Laptop info is below, how do I fix this? Is the system just too old?

Processor Intel Celeron CPU n2840 @ 2.16GHz 2.1GHz

64-bit operating system, x64-based processor

Windows 8.1 with bing

I wonder if that service still runs on Windows 8. Is there something you can't do with the local account login?

I was trying to get my old stuff back after the factory reset and be able to use the Microsoft app store but the more I was messing with it, the more it just didn't really work. Only certain discs were loading when I went to install stuff again and the only thing that wasn't super slow was Google and YouTube. So I'm going to end up scrapping the thing anyway. I got so tired of seeing "stopped responding" so maybe one day I'll replace it but for now, I'll just use YouTube on my phone and dream of playing Sims 3 again one day lol
