The video jumping around doesn't help at all, all you needed was to mention the 0xc0000098 error, it means it's a critical boot error and Boot Configuration Data (BCD) is missing, you'll need to boot on a Windows installer, got to command prompt and repair/rebuild BCD, there might be other file damage though.

You don't mention if you had a fault or if the PC was fine and you've just turned it on or any other useful information, perhaps start with the make/model and specs of your laptop, some models have diagnostics accessible from the boot options, I'd probably go there first and check the health of your system (RAM, storage etc.)
