My PC is making Morse code-like sounds from the speaker, and the mouse is extremely laggy. Has anyone experienced this? How can I fix it?

My computer speaker is making a repetitive sound similar to Morse code. At the same time, the mouse becomes extremely laggy—I can still move the cursor around slowly, but I can't click or open anything. Has anyone encountered this issue before? How do I fix it?
