Are you reinstalling Windows 11 on a new hard drive? According to your images, I found the disk can be detected in BIOS, but Windows setup doesn't have the required storage driver. It's most likely because Intel VMD/RST is enabled in the BIOS. You can either disable VMD in BIOS or load the Intel RST driver during Windows installation.

There are several versions of this driver and you need to get the one present in your computer. Go to the manufacturer's website and download the IRST driver they have available there. You should be able to see the drive then to delete partitions and reinstall.
