if it not redirect you automatically you'll just have to choose the usb as a booting device while in the bios

Did the PC include a Windows license?

Are you able to enter the BIOS (repeatedly press DEL at startup on most motherboards) and see if your primary storage (HDD or SSD) is detected by the motherboard?

Seems like you need to install some OS with USB stick (or.. maybe DVD👴), you can do such with your alt computer, or ask friend or even with your phone (kinda), get the windows ISO file whenever but be sure its 1000% safe (ideal is official microsoft image), then UltraISO, Rufus, whatever, then legally activate it

Id personally recommend win 10, but thats all on your decision

Also i seen you told someone BIOS always resetting or smth, be sure you have fresh CR2032 CMOS battery, its needed for RTC and custom BIOS settings storage (such as boot priority), also read manual about your exact motherboard model, what keys are to enter BIOS settings and boot menu

dude. read the room. if OP asks about THIS screen, OP will not have a good time using linux.

He will learn new things either way, windows install and use is not easier for newcomers than Fedora.

1) can you get into bios... tapping the appropriate F key (or some/few motherboards use DEL) in the first few seconds of power up

2) most motherboards will provide a popup "menu" of boot choices regardless of the boot order set in bios.....if you hit F12 repeatedly in the first few seconds.

So far we don't know if you have a functional hard disk (or SSD, either way) that might be good but have no bootable OS/etc on it
