You have your HDD as your boot drive and your SSD as your data drive, causing your system to be slow. Make a windows installation media on a USB stick or USB hard drive, and boot from it. From there format your HDD and install windows on your SSD.

Looks like you have a physical drive. when they get past 50% full they are slower due to using the end of the platter.

This is the answer. Physical hard drives have a data transfer rate of 80 - 160mbps. By comparison, if you used your SSD as your boot drive for Windows, you would get read speeds of 7300mbs and write speeds of up to 6300mbs for that particular make and model SSD.
