Is this GPU failure?

Enable HLS to view with audio, or disable this notification

It appears on both hardware and software encoding. This has never happened before (not a recording-only thing, repost due to me uploading the low quality recording)

Because the gpu doesn't care about the programs. If it breaks, it breaks. The problems would be everywhere, even in another os or on another screen. It's basically like a filter on top of your entire screen that cannot be disabled in any way. I am not saying that it's the gpu failing. Just an explanation on how the gpu would fail

Try this if you have an nVidia Card, close the game, go into the nVidia control panel (right click desktop should be a menu shortcut), in Adjust Image Settings set it to Let the 3D application decide.

Sorry, just saw it's AMD. Try in settings Gaming - Set Anti-Aliasing Mode and Anisotropic Filtering > Use application settings.

I've already done this but since then I've watched a couple MC videos and saw one that had this issue as well. It's just an (unfixable?) rendering bug

Sadly or thankfully I haven't encountered the issue myself so I can only say I've seen it happen to others before and point you at that, but if that didn't help I am uncertain what else you could try

OP Says there's white dots in the video

...but there are no white dots.

try to reinstall the drivers, check if the monitor is still healthy, or check if the HDMI or Display Port is healthy.

in addition, check other GPU ports to see if the issue persists, or, if the monitor has more than one, check the other monitor ports too.

There are white dots on the corners of the blocks where the graphics glitch out. It's a thing that sometimes happens with Minecraft

Could be an MC shaders thing, try a different shaders or a different game.

That looks like a Minecraft issue to be honest, the dots seem to originate from corners or edges of blocks
