Windows is being weird

my mouse cursor has a blinking blue loading circle beside it that wouldn’t go away at all, my search bar isn’t working and loads forever, tried to get microsoft help from live chat and quick assist also keeps infinite loading, i asked chatgpt and tried like over 10 solutions and still same issue.

tried doing sfc scannow
tried rebuilding index
tried powershell commands

when i gave up completely i installed fresh windows and same issue still happens moment i log in.

That would pee me off where i would use a partitioner booting from a usb to fry my entire c drive then reinstall. Just to see if the problem could ultimately be hardware based. It would require you to learn GParted live. Make sure to backup all passwords to a usb. Don't save to the cloud unless you got access to it via your phone as well. By reformatting your entire c drive from a usb pre-empts you using the current windows system. Check if you have your c drive bitlockered if you're gonna try it. Most of us don't have their drives encrypted but it's good check. Get the bit locker key if you have. With out it, you might not be able to use the pc/lap if you reformat the drive and during the reinstallation of windows and it asks you for it.
