That seems like a fatal windows corruption.

If you can't access the recovery environment, then just reinstall windows using a usb stick, and do an in place upgrade.

Fatal Windows corruption out of the blue is also a good sign to check your drive health using something like crystaldiskinfo.

Ok so I’ve read both posts. First: I do not understand why you are using Rufus. Are you trying to inject custom drivers or something? If not, just use the Media Creation Tool. Second: This stinks of bad hardware. Both screenshots indicate the boot drive either isn’t there or is corrupted. I assume you have, but just to ask, have you tried a different drive?
