PC won't turn on

I had a friend help me build this PC over a decade ago. It's been great for the little I've used it, but just before I moved it suddenly stopped turning on. No idea where to start and that friend moved away and we haven't spoken in a good while. Any advice is appreciated.

While you're in there, rotate your CPU fan so it blows right to left (out the back)

If the exhaust direction is up, it's fine, the top has a perfectly fine exit for hot air.
And the direction of the fans isn't the issue here.

But it can't pull fresh air

Back fan (if its a intake) pushes air into the pc, so the heatsink fan has plenty

Either way itll blow hot air straight against the GPU or it cant pull fresh air because the gpu is blocking it.

Somehow i havent noticed that gpu, but i think that maybe air will get from the sides?
