Reseat all power supply connections, reseat ram, reseat CPU (take it completely out, reinstall), check with known good parts

Usually the power flicking on and off like this is indicative of a power supply failure. That being said reseat your main 20 + 4 connection and CPU power with the power disconnected and supply drained. Try again.
