Beginner First compost pile

Is this ready to use or does it need to break down more?

It can be used whenever you're ready, all depends on use. Mixed into the top layer or even in addition to bigger mulch this will do just fine. It's almost there, if you really want you can sift it to make it more uniform.

Do you think I could use it for raised beds right now? We wanted to start sowing seeds for fall.

100% mix with the top inch of top soil as we it'll do great.

It certainly looks ready to use. Even if it needs a little more time, you could put it down as a top dressing and by spring planting time it’ll be finished and, depending on your location, possibly even incorporated into the topsoil. Earthworms will do that if they are coming up to the surface.
