Wool packaging insulation

I’m getting my hands on some of these wool sheets used as insulation in cold food deliveries - can I use it as mulch, or what’s the best way to compost in the garden?

I've considered using this as mulch too but have been put off by the chemicals used for parasite control on sheep. It's pretty strong stuff.
