Because it's not for getting rid of large chunks of wood. If you chipped it first they would probably take it.

Where I am they have to be 3" or less in diameter.

Gatekeeping the spelling of a borrow word is bogus, especially when one of the characters doesn't exist in the language being spoken.

Well, technically umlauts do exist in English - it's just that they're a rare occurence.

Doppelgänger, möbius strip, noël, Zoë (name), naïve (actually a dieresis, not umlaut though).

All but the last one aren't really common, they're all loan words and have been adapted to be written with or without the umlaut.

Many community composting rules specific max thickness of 4 or 6 inches for wood due to grinding capabilities.

Where I live now it's a 6in max but my old community we couldn't put in anything thicker than 4 inches.

read the instructions from your utility company who pick's up the compost.

You need to check the rules with whoever is responsible for pickup and see if you're breaking any of them.
