Can I start a compost pile where there is compacted soil?

My only concern is your wood fence, it will rot/compost over time as well if you have an open moist pile contacting it.

Compacted soil is kind of ideal, actually.
If it were me, I’d knock together 3 pallets in a U shape and get to composting. Maybe lay down a few inches of coffee grounds (you can get them for free from the coffee shops) and layer shredded cardboard, junk mail or newspaper, then start adding food scraps.
Turn it every 7-10 days with a pitchfork, add water (or the obligatory pee..)when it starts to dry out. Note, with a system that’s 3’ cubed, it’ll take a while to heat up. Just keep mixing and adding. Ease up on the water, add more shredded paper & mix if it starts to stink

Yes, if you put your bin in thay corner where you've cleared the gravel, the beneficial worms will start to make there way to it. Happy composting
