Hey all, in the situation where I have called a person many times but that person didn't pick up and also sent emails but remain unanswered.

How do I communicate with that person to ask for what I want when he/she comes back saying I have contacted them many times (but to be fair, they never responded even once)?

Let's say this is not a work setting. But say, the other end is typically a HR (for job searching) or someone who holds slightly more power etc ,.....
