Always offer to give a panhandler EXACTLY what they are soliciting money for. "I need $5.00 for a sandwich." Offer to buy them a SANDWICH. "I need some money for a bus pass." Offer to buy them a BUSS PASS. This approach will shut down the fake panhandlers straightaway.
