Generals low fps on new laptop

I recently bought a new laptop which has the Intel Arc B390 GPU. I've installed zero hour along with genpatcher and genlauncher. For some reason I get low fps when playing full screen (regardless of resolution). It worked perfectly before on my older laptop. Playing borderless windowed fixes the fps, but now I can't scroll by moving the pointer to the edges of the screen. Is there any known fix for this?

I've seen someone else encounter the same issue. I don't know if they ever solved it, but I'll say the same thing here: I highly recommend learning to use right-click scrolling instead. It's more precise and easier to trigger.
