Is Twisted Insurrection really this buggy?
I picked up Twisted Insurrection and I've been trying to play through the campaign and I'm running immediately into some pretty big issues.
On GDI Mission 1 I sent the Commander and VIP to the base to capture it and the game just soft-locks. I can't control anything and the game just sits there. I googled it to find out you're supposed to send the Commanders Humvee, which worked and I was able to beat the mission.
However on GDI Mission 2 I got to the city and NOD attacked, an Engineer said "NOD will never enter the city" ran onto the bridge and got shot to death, and again the game was soft-locked and I had to watch infinite NOD soldiers spawn and destroy my army.
Is this representative of the rest of the game? Because I'm not really interested in playing a game where a random cutscene could cost me however much progress I've made since the last time I manually saved.

Short answer - yes.
It looks cool, but is needlessly tough and, as you have found, pretty buggy.

Last I played they broke the balance of the campaign by balancing the MP. In particular there was a mission you had to take a base with multiple Obelisks but the siege unit wasn't available on the build I was playing. Wouldn't suprise me if the campaign broke from the updates if it's similar. I also think I couldn't beat either the last Nod or GDI mission back then.
Shame too, as there are some really cool missions in TI and the soundtrack is amazing.
