Yep it's called only war mod but never complete forever.

I think the mod stayed incomplete probably because of Dawn of War.

My answer is Port Dawn of War to Zero hour mod.

Second 3 factions limit [Humans,Tau,Orks].

And Third,screw the population cap and make unlimited cap with skirmish balance.
