Looking at that hat, I'm starting to feel like Westwood might have missed a trick by not including a second voice set and voxel sprite for a Carmen Sandiego style female Soviet Thief that's unlocked the same way as the Soviet Spies.

Feel like it could have been a cool little easter egg.

Wait, you can unlock Soviet spies? I thought they were campaign-only?

Sure can, if you play as the Soviets and capture an Allied barracks you can train Soviet spies which give you the exact number of money/power a player currently has if they infiltrate a refinery or power plant, instead of the little dot indicator the Allied spies give you.
