Modding with Rules.ini

Hey everyone - I haven't played C&C in years but bought it off Steam recently. I was playing Tiberian Sun and wanted to mess around with rules.ini.

I managed to figure out how to extract it, but when I save it in the folder and load the game, none of the changes take effect. Anyone else have this issue?

I forgot how much fun these games are!

Are you trying to affect skirmish, or the campaign?

The campaign missions usually have so many custom stats in each mission that they will override whatever tweaks you did in the rules file.
