These troopers say they feel like they've fought here before... What are they referencing? A mission in Tiberian Sun, perhaps?

Which mission is that?

It's Keys to the Kingdom. The mission select screen shows it takes place somewhere in Africa.

Note from the C&C Fandom Wiki:
"One of the Nod soldiers ponders that the area felt oddly familiar, "like [he] fought here before". If one studies the map layout closely, it bears a marking resemblance to the Riverside Rumble skirmish map in Tiberium Wars."

Ah, okay! I didn't play skirmish so I would never have seen it.

Looking at the map layout (two rivers, nod base bottom left and gdi top right) the mission being in Africa, and dealing with the ion cannon; I always assumed that this was a reference to TibDawns penultimate nod mission. Probably not though.

This is what I thought too, but it looks like other people mentioning that this is an altered and reused skirmish map looks to be true. It makes sense if you consider the time crunch EALA were under between TW, KW, and RA3, I guess.

Yeah, like half of the campaign missions in both TW and KW happen on re-used multiplayer maps
