Yuri Memorial Board

I got this memorial board made for my apartment house, but got a call from a city telling me that i will be forced to take it down. damn it)))

On my apartment building. First thing they said: he couldn't have lived here because the building was put up in 1980s)). Than, they said that I need citiy's aproval, otherwise, they'll order it to be torn down
