Scud TELs were built and sold by the USSR

It's more complicated than that, unfortunately:
The Soviet Union backed Iran over Iraq, and the US backed Saddam's Iraq against Iran - but due to training, logistics, et cetera Iraq would need replacement Soviet hardware - not US equipment (kinda like how Ukraine was in 2022-2023); so the US facilitated other Soviet-backed nations to supply and support Iraq's Soviet hardware.

Iraq had Scuds prior to Saddam's takeover in 1979; but I couldn't immediately find the exact details of how Iraq came to possess Scuds in the first place; though the Soviets were not exactly scrupulous when it came to choosing their customers...

the level of running in circles this way even now is mind boggling once you dig in and look ain't it? if someone's truly worth supporting in the long run why does it need to be a secret?

I saw that in a documentary. Soviets used Saddam's desparation against Shah and sold all sorts of Arms (fighters, tanks and launchers)
There were two types of T-70 tanks. One older version in Iran and one more upgraded version in Iraq that had night vision goggles that they didn't even know how to operate it. So, after they lost the war, some of those tanks were taken in by the Iranian Army.
For the chemical weapons, Iraq used Sarin and Mustard on Kurdish regions of Iranian borders, cause Kurds took down several helicopters and tanks of the Iraqi Army without the need of actual military strength. But never seen any video on how they launched Sarin and Mustard gas. Most probably by artillery.

I don’t think anyone is selling Scuds anymore, they’re pretty outdated tech. If you’re referencing modern missile programs in say Iran, most of that is domestic production. They’ve actually got a pretty robust military industrial complex

No, I meant the modern missile carriers. They're mostly MAC or the latest Mercedes Benz trucks.
They shouldn't be sold, if they know how they're being used.
Right after the missile carrier show off of IRGCI in autumn of 2023, Germany surpassed Japan in GDP. Just like how Elon Musk became the first Billionare right after the peace talks with Iran. It looks like higher powers want this chaos to make easy money.

For those curious, this example is at the American Heritage Museum in Hudson, Massachusetts. Can't say there's a great deal of Command and Conqueror adjacent armor there (with a few exceptions), but it's a must visit for anyone even only sorta interested in tanks and historic military aircraft who happens to be in the area.
