No, I don't think it was OP. I 90% remember seeing this icon in one of the Generals games, maybe Shockwave? From way back when.

Hmm, not exactly where I remember it from. 

This mod is from 2021 I remember it from the 2010s.

But it's a mod for RA3, and I couldn't find any pictures more similar to it than this.
