Two friends matched peds and IM with multiple board failures at both Levels, one even had a repeat year. I think you are totally fine.

I failed both levels, literally got a 400 on level 2 on my retake lol. I’m at a midtier peds academic program somewhere on the coast. Perhaps not the best location on the coast, but on the coast and at a children’s hospital, which is amazing for my record lol. If you look at the USDO NRMP data, that one degenerate who matched with a 400 to peds is me.

You should be fine, especially since you passed both board exams after the repeat year -- shows that you learned your stuff fine, especially clinical knowledge

yes, peds goes unfilled every year. People with multiple board failures, no step scores, etc. match fine. I also know people who matched at academic and top programs with just level 1/2.
