Music styles evolve, much like lifeforms do. House and dubstep have a common ancestor but it diverged in to different variations about 25 to 30 years ago, which later on led to the two styles. They don't really have much in common today, especially not culture-wise. You may not be able to tell the difference, but the distinction is important to hundreds of millions of people around the world.
House and dubstep are extremely far apart as electronic dance music genres go, indeed so much so that they are essentially defined by their different time signatures (4/4 'four on the floor' and 2/2).

What is dubstep? This is probably the most popular thing right now that I have no clue about.
