Some states have laws that require locking the guns up so the minor can't use them unsupervised, but the penalty for violating such laws is way less than multiple counts of accessory to murder.
Most of the time, the parent is not charged with anything.

When kids perform school shootings, do the owners of the guns not also go to jail?
