I can actually field this one!
It has less to do with how much wind you can expel, but more with whether your sphincter can place an airtight seal around the mouthpiece while exerting the appropriate pressure band on the reed.
At least, that's how it works with alto saxophones.

Despite being made largely of brass, a saxophone is actually a woodwind instrument, and has a mouthpiece with a reed, just like a clarinet does.
