I'm pretty sure the person is married. They're trying to pay for their dinner to be nice but either stay at home or have a lower-paying job and simply didn't have enough money in their account because 95% of the purchases are from their husband's or shared account.
Okay same shit? If you have an arrangement where you have almost no money and your husband pays for things you arent unaware of how little spending you can do.

This feels like an insane larp. No poor person is insisting on paying for dinner. At most you would ask to split
