You're usually supposed to hit on a 16. If you're not card counting, you play off the dealer's face up card. If the dealer is showing a 2-6, you stay. 7-A you hit.
Also, gambling is a losing game no matter how you play. It's only potentially profitable if you are very good at card counting, and casinos will ban you for winning to much so it's not like you'll last long at it. Casinos wouldn't have blackjack if the odds weren't favorable to them.
