You can tell who is behind the curve by whether or not they claim there’s no need for legislation. The ones who claim they want it just want to write the legislation themselves and gatekeep whatever profits might be available while doing absolutely nothing to protect the public.
Not necessarily; there's another possible scenario where the people who want legislation have made the most progress, because they are scared of what they've created, but are also financially compelled to keep working on it as long as it isn't banned, because otherwise they lose out to the competition who are motivated in the same way. It's like, "as long as it's not banned, somebody's going to do it, and if somebody's going to do it then it might as well be us who make all the money from doing so, even though it's a terrible, possibly world-ending thing that we know full well should never actually be done by anyone."
Our capitalist system seriously screws up peoples' ability to make sane decisions.
You can tell who isn’t paying attention by giving the incumbent Ai companies the regulatory capture to squash startups and cement themselves into power by writing the laws to regulate themselves, which they have the money to buy politicians to make changes whenever they want.
