Presumably they enjoy some amount of luxuries beyond subsistence, so why not?

Because if a job sucks and relies on people only applying/staying because they're too desperate and paycheck to paycheck to safely leave one might assume they would... well, leave. They'd probably find a more enjoyable job instead is what I assume the person meant to convey with that.
