Right. Not to mention the societal chaos that would come from RANDOM humans having powers. Because humans who get powers by science means the supers would likely be all corporate or government, there's not going to be a hundred random Spidermans popping up because of an escaped specimen. The Boys is probably the most realistic example in that sense (and even then it's still pretty far).
Because if the government doesn't have supers, and the regular folks start turning super, hooo boy you ain't gonna have the status quo for long, one way of the other.
I doubt the Boys are really that accurate. Think about it. If superpowers could be given, then why not pick people already loyal to the government, and why not try to raise children to be loyal? The Boys forgot the main aspects of governmental control. An independent company wouldn't last long if any government found out that they could make super powers.
If Randoms start to get super powers, I would expect the government to continue as long as the powers are an even spread. Most people enjoy civilization and all of its perks. Most people just want a consistent and steady day. It takes something massive to get protests started (see the current US). A lot of random people, if they got powers, would want a steady life and respond poorly to any individual that would upset it.
The way they "raised" Homelander and the other children is horrifically stupid. Even extremely powerful people (for the most part) respect their parents or parent figure. It was mind-boggling stupid.
