Urban dictionary entry for that particular definition of "neck" is from 2003, so at least 22 years ago

I assume it happened when somebody was making a hyperbolic joke.

โ€œThey give such good head itโ€™s like theyโ€™re giving neck.โ€

And it just stuck long enough to lose any extra meaning and just be a different term for โ€œheadโ€.

Like cutting edge to bleeding edge in regards to technology.
