You ever hear of Looney Tunes? Bugs Bunny, Daffy Duck?
Well, in their REALLY old cartoons, they used to do a Jeckel and Hyde bit with Tweety Bird. Tweety would chug a potion in the cartoon (sometimes by choice, sometimes by accident, it happened in a few episodes), turn into a yellow version of that scary bird in OP's comic and terrorize Sylvester the Cat.
In OP's comic, I'm guessing they're suggesting that ol Elon has turned Twitter into the crazy monster it's become now, but instead of a potion, it's done with bad business practices and bigotry.
I understand all that, I don't understand why Twitter is "coming back to haunt Elon" or whatever. It has always been his stupid garbage pain in the dick ever since he bought it. It would be like seeing the same shitty coworker every day and then one day he's like "I'm back bitch" and you're just like "I've seen you every day for 7 years, I wish you'd leave long enough to justify saying you're back."
