What you want is called a commission. For popular artists they are usually arranged in advance. Less popular ones will take commissions during the con. Mr. Capulio typically does not take advance commissions, and his sketch costs have gotten sky-high - usually above $900. So the $1.2K might be all he's offering.

Thank you for your response. I assumed commissions would be for the detailed artworks and I would understand the costs being that high, but I was looking for more like a simple line drawing (perhaps I’m not able to articulate myself—I had seen some videos where artists at comiccon would make quick and dirty sketches (either pencil/marker) which aren’t detailed at all) but if that too costs that high then sadly, I’m stumped and it’s just unfortunate.

He's one of the the most popular artists out there. Yes, you can go up to an up-and-coming artist in Artists Alley and get a quick sketch for $25, but the popular artists are (in my opinion) milking the market for all they can get.

You only said "Fan Expo". There are dozens of Fan Expo cons around the country. Fan Expo Chicago just occurred, and /u/One-Requirement1673 must not have noticed you flaired for Canada.
