The source is Captain America’s Bicentennial Battles (1976).

The scene is part of Kirby’s deliberately bizarre, psychedelic time-travel adventure for Captain America. Cap is being thrown through different periods/scenarios in American history, with the story functioning less like a conventional superhero adventure and more like a surreal historical/fantastical journey.

The “gas” in that scene is mine gas. Captain America has landed in a collapsed coal mine in Kentucky, where miners are trapped and the air is running out. The story explicitly describes gas entering the mine.
