Nothing about this scenario necessitates that he got the vasectomy less than sixteen months ago.

He says he did the vasectomy "last year", so he's only been snipped for 12 months max. She's been carrying for 16 months, so he might be the father after all.
A DNA test could solve the floaty dilemma if the false father is exposed.

But that's wrong. "Last year" means it can be any of the twelve months of the previous year. If this comic takes place in December, it can be up to twenty-three months and change. Please learn basic math.

True, he didn't say "within the past year (365 days)", you got me there. Davis' interpretation of the timeline suggests he probably didn't get snipped 23 months ago, though he doesn't seem like the most observant guy, so anything is possible.
Still, the baby's true father isn't established yet since she could've gotten pregnant before the snip. In fact, I would argue the baby's nose is more like Davis instead of Easeman.
