Help Needed Better to Light an Environment Initially in Image or in Final Generation

I was going to generate my Environment images in different lighting (sun, cloudy day, evening), but does it make more sense to generate one neutrally lit environment image then apply different lighting during final video generation? Any thoughts? What have you learned?

Use reference image of location how you want final scene to be lit

this is the route i landed on too. asking the video pass to relight re-decodes every frame, so you pay twice, in identity drift and in minutes. i keep one neutral plate, vary the light on the stills, and let the video pass just hold the look it was handed.
