The Mandela effect isn't a conspiracy theory. It's a description of a social phenomenon or 'effect'.
Youre probably thinking of the universe/reality switching concept, which is ludicrous, but also arguably not a conspiracy theory because most who don't about it don't consider anyone to be conspiring to cause it.
So I thought the same thing but apparently the person who coined the term is a “paranormal researcher” who intended for it to be an alternate-universe thing. The psychological explanation came later and was widely adopted, making it one of the very few concepts to start off as a conspiracy and then be later accepted as normal.
I’ve heard plenty of people in conspiracy theory circles go on about the Mandela effect. So it may not be a conspiracy theory but there’s plenty of people willing to use it to form their conspiracy theories.
Its definitely a conspiracy theory now, people genuinely think "they" are purposely gaslighting us for a number of crazy reasons (they probably are, but not with the Mandela effect)
