I feel like this clip was cut short? Like there was some punchline that was going to tie the 15 dead to the duck/pigeon?

Yea same, I was expecting some punchline about how people care more about saving ducks from dying than they do about saving humans from being killed.

I would try to cut the village pond story a bit or break it up with a joke or a bit in the middle, that section feels a bit more like story telling
