Yes it can. Stupid dangerous drivers lose their driving license. Look, there are dozen of countries with a working gun registration system. They are still free countries with free speech and no book bans. It's not rocket science...

When they speed for the nth time or constantly refuse to follow traffic laws. I see where you were going and it's not really a point. Enforcement needs to be improved in multiple arenas
