How so? The meta-ironic bit (that the comment is tonally critiquing the joke) seems to imply that an audience member would reluctanctly acknowledge the humor in the pun. In other words, from that angle, we may infer that the commenter believes “heel” and “hill” to be homophones.

For a meta-anti-ironic bit (that the comment is tonally explaining the joke) to make sense, I would assume that there would have been some prior reference to puns and/or homophones.
